This study aims to describe the Islamic
communication pattern of Badan Narkotika Nasional
Provinsi Sumatera Utara/the National Narcotics
Agency of North Sumatra Province (BNNP-North
Sumatra) in order to prevent victims of narcotics
abuse in Medan City. The research also describes the
obstacles experienced by BNNP-North Sumatra in an
effort to prevent victims of abuse This research
paradigm relies on constructivism with a qualitative
approach and uses descriptive research, while the
research method uses case studies. The results of this
study indicate that the BNNP of North Sumatra uses
an Islamic communication pattern based on the
analysis of fardiyah da'wah, which also contains the
principles of Islamic communication. The obstacle
experienced by the foundation while preventing
victims of drug abuse is the low self-restraint in the
community. The recovery process for victims of drug
abuse at LRN (Lembaga Rehabilitasi Narkotika/
Narcotics Rehabilitation Institute) Khalid Bin Walid
as a rehabilitation center is through three stages of
rehabilitation, namely: pre-rehabilitation,
rehabilitation process, and post-rehabilitation
